Attestation according EN 10204
Attestation of technical delivery compliance
On customer request, JAKO issues two different attestations:
- “Material“ attestation regarding the materials used in the measuring instrument, e.g. for the material of the parts in contact with measuring media
- “Product“ attestation for the confirmation of the specification- and standard-compliant device design. e.g. for pressure gauges in accordance with EN 837, as well as of metrological properties, e.g. factory calibration certificate
1. Purpose of an attestation in accordance with EN 10204
This is a confirmation of the manufacturer that the technical delivery conditions and standards for the supplied products were complied with.
JAKO issues the following attestation in accordance with EN 10204 (for detailed information refer to section 3, table):
- 2.1 Declaration of compliance with the order
- 2.2 Test report
- 3.1 Inspection certificate
2. Currently applicable version of the EN 10204 and amendments to the former standard edition
The currently applicable standard EN 10204:2004 „Metallic products – Types of inspection documents“ has superseded the former standard EN 10204:1995.
In the new version, the number of attestations has been reduced to four, e.g. the 3.1B Inspection certificate of the former standard is superseded by the 3.1 Inspection certificate in the current standard and the 3.1A and 3.1C Inspection certificate is superseded by the 3.2 Inspection certificate. In addition, the current version of the EN 10204 is not limited to metallic products, but can also be applied to non-metallic products. The 2.3 Test report was eliminated without replacement.3. 4. Different types of test procedures depending on the attestation
There are different attestations depending on the type of test carried out, i.e. either attestation on the basis of "specific tests“ (inspection certificate 3.1 or inspection certificate 3.2) or attestation for "non-specific tests" (declaration of compliance with the order 2.1 or test report 2.2).
4.1. Specific tests
For specific tests, the tests must be carried out on the actual delivery, be that an inspection of the entire delivery, a lot inspection or random check. The respective supply contract or the agreed delivery terms are decisive for the scope of the test.
4.2 Non-specific tests
The manufacturer decides on suitable procedures to determine whether products that have been manufactured according to the same product specifications and using the same processes meet the requirements set out in the purchase order. In this case, it is not mandatory that the tested products are part of the actual delivery.
5. Application examples for pressure device components
Examples for the required test certificates in the scope of application of the Pressure Equipment Directive:
5.1. Important pressure-bearing components (jackets, bases, main flanges, tube plates for heat exchangers etc.) for pressure devices of the category II, III and IV
a) If the manufacturer has a certified QA system: inspection certificate 3.1 EN 10204
b) If the manufacturer does not have a certified QA system: inspection certificate 3.2 EN 10024
5.2. Important pressure-bearing components (jackets, bases, main flanges, tube plates for heat exchangers etc.) for pressure devices of the category I as well as other pressure components of devices of the category I, II, III and IV:
For these, a test report 2.2 EN 10204 is sufficient
6. Manufacturer and manufacturer’s inspection representative
For all four types, the manufacturer must issue the test certificate and confirm that the product complies with the applicable requirements (purchase order, specifications etc.). The manufacturer must be regarded as legal entity that assumes full responsibility for the product. The manufacturer’s inspection representative, who must be independent of the production department, acts on behalf of the manufacturer and, with its signature, confirms the test results without the need to carry out the tests itself. It is the manufacturer’s responsibility to commission suitable test laboratories with the execution of all or part of the required tests and to use the respective results as basis of its test certificate.
7. Retailers
For deliveries made by a retailer, the retailer must attach the manufacturer’s certificate to the delivery without amending it. If there is no original manufacturer’s marking, the retailer must ensure the identification and traceability with respective restampings and restamping certificates (with reference to the test certificate). If the retailer has made any changes in the material by reshaping it or through heat treatments, the retailer assumes the function of a manufacturer and, thus, must issue its own test certificate and attach the original certificate of the “original manufacturer“. In no case must the retailer manipulate the original manufacturer’s test certificate, e.g. by removing it or changing the manufacturer’s or the upstream supplier’s address.
